Underwater Background Movement Experiment

I remember watching something on the Disney Channel about some challenges the animators had when creating The Little Mermaid.  Since water is always moving, they couldn't use just a static background image.  The background too needed to be animated.  I am considering this as we are starting to animate our Mermaid Gardener story for Digital Creativity class.  It took a few tries (the background was moving far too fast initially), but I think I am close.  I am trying to create the illusion of a watercolor background, so I've also been experimenting with watercolors in photoshop.  I may have to tinker with the brushes some more.
